石油化工灾害事故灭火救援作战编成探讨

Discussion on fire fighting and rescue combat formation of petrochemical accidents

对云南石油化工灭火救援现状进行了调研、分析、评估,提出"按整建制中队编成,按编成模块化出动,按编成展开战斗行动"作战思路,推行"作战单元—作战编成—作战编队"作战体系。结合实践表明,该作战体系有效规范了消防部队针对石油化工灾害事故日常执勤训练和跨区域联合作战编成,部队处置石油化工事故专业化能力和水平得到了显著提升。

The state of fire fighting and rescue in Yunnan was sur-veyed,analyzed and assessed,the idea of“formation according to the whole Squadron,modular dispatch and combat according to for-mation”was put forward,and the combat system of“combat unitcombat formation-combat fleet”was proposed.Combined with the practice,the results showed that the system effectively standardize daily training and formation of regional joint combat of fire force dealing with petrochemicalaccidents,and significantly improve the ability of fire force disposing petrochemical accidents.
