Modernization of endogenous governance of poor village in perspective of targeted poverty alleviation

精准扶贫从外部为贫困村注入了发展所必需的资金、项目、智力以及新的发展理念,也为贫困村内生治理现代化提供了契机。精准扶贫视阈下的贫困村内生治理现代化具体可分为:具备内生治理现代化条件的贫困村要走自主型内生治理现代化,其内生治理能力方面走习得型现代化,内生治理体系方面走整合转型型现代化;对于不具备内生治理现代化条件的贫困村要走异地融入型现代化。

Targeted poverty alleviation provides poor villages not only necessary funds,projects,intelligence and newdevelopment concepts from the outside,but also an opportunity for modernization of its endogenous governance.The modernization of endogenous governance of poor village in the perspective of targeted poverty alleviation should be divided into two categories.The modernization of autonomous endogenous governance with learning endogenous governance capacity and integration-transition endogenous governance system,andthe relocation-integration modernization for poor villages withoutendogenous governance conditions.
