基于SCP范式的农村信用社发展现状分析

On the development of rural credit cooperatives based on SCP paradigm

【目的】为了更好的发挥农村信用社的支农作用,深入了解农村信用社的发展现状,并针对市场绩效提出优化建议。【方法】运用产业组织理论中的SCP范式从市场结构、市场行为以及市场绩效三方面来分析农村信用社发展现状。【结果】分析得出农村信用社属于中低集中度的垄断竞争市场,且随着进出壁垒的降低,内部竞争加剧;定价行为的市场化,使得农信社盈利能力下降;不良贷款率较高,风险监管有待加强。【结论】拓展中间业务和提高服务意识,以增加农村信用社的竞争力与盈利能力;改革需要结合农信社自身状况;完善农信社监管和农村金融生态环境。

【Objective】In order to make rural credit cooperatives(RCCs)play a better role in supporting agriculture,the authors thoroughly investigate the status quo of the RCCs and put forward suggestions for optimizing market performance.【Methods】Using the structure-conduct-performance(SCP)paradigm in the theory of industrial organization,the article examines the development of the RCCs in terms of market structure,conduct and performance.【Results】The research shows that the RCCs are monopolistically competitive with low centralization degree while the internal competition is intensified with the decrease of entry and exit barriers,market-oriented pricing practices have caused the profitability of the RCCs to decline,and the rate of non-performing loans is high which means risk regulation should be strengthened.【Conclusion】The authors suggest that intermediary business and service consciousness should be strengthened to increase competitiveness and profitability of the ECCs,relative reform should be flexible in line with concrete situation,and supervision on the RCCs and rural financial ecological environment should be improved.
