北京农民专业合作社联合社运行机制现状分析

Investigation on the operation mechanism of farmers' professional cooperativeunions in Beijing

【目的】为深入了解农民专业合作社联合社运行机制现状及其存在的问题。【方法】主要采用问卷调查和访谈方法,分析北京农民专业合作社联合社现状。【结果】研究结果表明,北京农民专业合作社联合社主要存在制度不规范,销售渠道狭窄,融资难,风险防控机制欠缺及利益保障机制不完善的问题。【结论】政府需立法以明确联合社的法律地位;联合社要规范制度建设,严格按制度办事;引入专业人才,拓宽销售渠道和融资渠道;完善风险防控机制以应对内部运营管理风险和外部市场风险。

【Purpose】In order to investigate the current situation and problems of the operation mechanism of farmers'professional cooperative unions(FPCUs).【Methods】this paper analyzes the status quo of the FPCUs in Beijing based on questionnaire survey and interview.【Results】The results show that the FPCUs in Beijing are faced with some problems,such as non-standardized system,narrow sales channels,financing difficulties,lack of risk prevention and control mechanism,and imperfect protection mechanism of interests.【Conclusion】The government should legislate to make clear the legal status of the FPCUs.The FPCUs should standardize the construction of the system and strictly follow the system.The FPCUs should recruit professional talented persons,broaden sales and financing channels.Perfect mechanism of risk prevention and control should be set up to deal with internal and external risk.
