美澳同盟作为亚太地区安全战略的"南锚",是美国在亚太地区联盟体系的重要组成部分,也是美国介入南海问题、遏制中国崛起、建立印太安全合作网络的重要依托。近年来,美澳同盟多次指责中国在南海安全问题上的立场,并分别派出舰机实施"航行自由行动",导致南海局势趋于复杂和紧张。美国还以南海问题为抓手,依托美澳、美日同盟和美印伙伴关系,意图在整个印太地区范围内构建针对中国的安全合作网络,对中国的周边安全和国家利益构成了一定的威胁和挑战。面对美澳同盟在南海安全问题上的掣肘,中国需要客观看待美澳之间存在的合作与分歧,认真应对美澳日印四国安全合作的网络化趋势,以维护南海地区的安全与稳定,塑造有利的周边安全环境,确保和平发展大战略的顺利实施。

America views Australia as the“southern anchor”in its Asia-Pacific security strategy,and the U.S.-Australia alliance is an integral part of America s Asia-Pacific alliance system.Consequently,the U.S.-Australia alliance plays a key role in America s intervention in the South China Sea,in its containment of China s rise and in establishing an Indo-Pacific security cooperation network.In recent years,the U.S.-Australia alliance has repeatedly lashed out at China over the South China Sea security issue,and dispatched aircrafts and warships to carry out the so-called“Freedom of Navigation”operations,giving rise to more complexity and tensions in the region.Taking advantage of the South China Sea issue as well as its alliances with Australia,Japan and India,the U.S.government attempts to build a security cooperation network targeted at China over the Indo-Pacific region.The above-mentioned actions certainly bring threats and challenges to China s peripheral security and national interests.Confronting the constraints from the U.S.-Australia alliance on the South China Sea security issue,China should take an objective perspective on the cooperation and disagreements between the U.S.and Australia.It should also carefully prepare itself in dealing with the emerging security cooperation network among the U.S.,Australia,Japan and India.Only by doing so can China maintain peace and stability in the South China Sea,create a favorable environment for its peripheral security,and ensure the smooth execution of its peaceful development strategy.
