关于提升地方科技成果第三方评价工作质量的思考

Thinking about Improving the Evaluation Work Quality of the Third Parties of Local Scientific and Technological Achievements

本文在简要介绍科技成果第三方评价试点工作开展情况的基础上,结合工作实践,分析了影响评价工作质量的因素,地方开展科技成果第三方评价试点工作中存在的问题,提出了从完善科技成果分类评价体系、规范评价工作流程、建立完善评价咨询专家库、强化社会监督、评价人员队伍建设等方面提升科技成果评价工作质量的措施。

Based on the status of experimental work where the scientific and technological achievements are evaluated by the third party,Combining with practice,this paper analyzed the factors which affect the quality of evaluation and existing problems when this third-party experimental work is carried out in local areas.Besides,it put up with a series of measures to improve the quality of evaluations of scientific and technological achievements,by improving the system of evaluation by classification,standardizing the evaluation work flows,establishing and perfecting a consulting expert tank,reinforcing social supervision,developing an evaluation team and etc.
