广播电视大学的系统办学和基于网络环境下的教育教学,具有覆盖面广、信息海量等诸多优势,这些都是电大向开放大学转型的基础和要素。向开放大学转型升级的任务和途径首先就是要把电大优势进行转型升级,实现服务终身学习,推动终身学习体系、学习型社会建设。具体要完善数字化学习环境建设,提高信息技术应用水平,建设完善办学体系、专业建设和优质课程资源建设体制机制,实现各级各类教育学习成果的认证、存储和转换,建设高校专家教授、行业企业专家、电大远程教育教师三位一体的多元化师资队伍,开展与高校、行业企业、社区、社会力量等教育机构和团体的多方合作,汇聚优质教育资源,打造优质学习支持服务,改进适合多元化办学、多样化学习形式的教学模式,建设第三方监控、社会评价、用人单位评价等多元化质量保证体系等。

Radio and TV University is characteristic of systematized education,based on the teaching under the network environment,which has many advantages such as wide coverage and large information,etc.These are important foundations and key elements for its transition to Open University.The task of upgrading transformation of radio and TV University to Open University is to upgrade these advantages and serve lifelong learning.To be specific,we should improve the digital learning environment construction,promote application of information technology,construct and improve educational system and specialty construction,achieve the certification,storage and conversion of all kinds of learning outcomes,construct diversified faculty including professors,professionals in each field and distance education tutors,carry out wide cooperation,converge quality education resources,build quality learning support services,improve teaching mode to facilitate diversified learning,and build diversified quality assurance system,etc.
