基于北京城市副中心战略地位的通州科技人才发展研究

Research on the Development of Scientific and Technological Talents in Tongzhou Based on the Strategic Position of Beijing Sub Center

科技人才是创新驱动的排头兵和高端产业的缔造者,是北京城市副中心建设的重要保障。本研究立足北京城市副中心的战略地位和对科技人才的需求,与通州科协共同调研城市副中心科技人才数量、质量和结构等方面的现状、分析科技人才发展存在的问题,并提出建立通州科技人才动态监测体系、实施高科技人才"海纳"工程、实施科技人才培养培育工程、建立多元化的科研创新投入机制、实施科技孵化、知识产权保护、人才政策信息等方面的配套支持计划等措施。

Scientific and technological talents are the pioneers of innovation driven and the builders of high-end industry,they are also an important guarantee for the construction of Beijing sub center.Based on the strategic position of Beijing sub center and the demand for scientific and technological talents,the researchers and the Tongzhou science and technology association jointly investigate the current situation of the number,quality and structure of scientific and technical talents.Then this paper analyzes the problems in the development of scientific and technological talents,and puts forward some supporting measures,such as establishing the dynamic monitoring system of scientific and technological talents in Tongzhou,implementing the“Haina”project of hi-tech talents,implementing the training and cultivation of scientific and technological talents,establishing a diversified investment mechanism for scientific research and innovation,carrying out the supporting plan of scientific and technological incubation,the protection of the right of knowledge production and the information of the personnel policy and so on.
