清远市城市治理中的公众参与

Public Participation in Urban Management of Qingyuan

现代城市生活的公众主体意识不断增强,他们要求参与到城市治理的各个环节,于是"公众参与"应运而生。2018年1月1日《清远市城市市容和环境卫生治理条例》正式实施,其中设置有公众参与原则。公众参与有市民参与、社区参与和社会组织参与等;公众参与是完善城市治理的保障,因此必须在法治的基础上确认公民参与的权利,拓宽参与的途径,激励公众参与的意愿并规范参与的秩序。

Nowadays,with the constant increase of the subjective consciousness,the public participation in all aspects of urban governance arises.It is considerable how to understand the contents,the values and the methods of the public participation to improve urban governance.On the first day of 2018,the City Capacity and Environmental Sanitation Regulations of Qingyuan City was formally implemented,including the principle of public participation.This paper will introduce the types,the values and the suggestions of public participation in the basic theory combined with the regulations.
