北京市地热资源开发利用问题研究

Sustainable development and utilization of geothermal resources in Beijing

地热资源作为一种清洁能源和可再生能源,具有广阔的开发利用前景和良好的经济、社会、环境效益。文章对北京市地热资源的赋存条件、开发利用现状及存在问题进行了系统研判,结合北京市"四个中心"战略定位和京津冀协同发展深入实施,提出建设绿色低碳的首都能源体系的五点建议。研究强调,开展基础地质调查、科学编制专项规划、综合提升开发利用水平、实施灌采动态监测、制定合理的税费价格体系是北京市地热资源永续利用的关键。

Geothermal resources are a kind of clean and renewable energy,with a broad prospect for development and utilization and good economic and social environmental benefits.This article systematically analyzes the present situation of the development and utilization of geothermal resources along with an exposition of existing problems.In light of the strategic positioning of the"four centers"in Beijing and the coordinated implementation of Beijing-Tianjin-Hebei development,we propose that a low-carbon,green capital construction should be prioritized.We emphasize that the keys to sustainable utilization of geothermal resources in the Beijing energy system include:(1)carrying out a basic geological survey;(2)scientifically formulating special plans;(3)comprehensively enhancing the level of development and utilization;(4)implementing dynamic monitoring of irrigation and drainage;and(5)formulating a reasonable tax rate system.
