应用熵值法可变模糊优选模型对黑龙江省森工林区接续替代产业发展的评价

Entropy Method and Variable Fuzzy Optimization Model in Evaluating the Development of Continuous Substitution Industries in Heilongjiang Forest Industry Region

以黑龙江省森工林区所辖4个林业管理局(伊春林业管理局、牡丹江林业管理局、合江林业管理局、松花江林业管理局)为研究对象,运用熵值法可变模糊优选模型,对4个林业管理局2012—2016年的养殖业、森林食品、北药开发、工业、商饮服务业5个接续替代产业发展水平进行综合评价。结果表明:黑龙江省森工林区接续替代产业基本呈波动发展,并未形成稳定的发展趋势;不同产业、不同林业管理局之间存在明显差异,均存在发展空间。结合接续替代产业发展趋势、发展水平、发展速度,认为现阶段发展接续替代产业,伊春林业管理局应以养殖业、北药开发、工业为主,牡丹江林业管理局应以养殖业、森林食品、商饮服务业为主,合江林业管理局应以工业、商饮服务业为主,松花江林业管理局应以商饮服务业为主。依据研究结果,结合黑龙江省森工林区现状,提出了黑龙江省森工林区发展接续替代产业的建议。

Taking four forest administrations under the jurisdiction of Heilongjiang forest industry region(Yichun Forestry Administration,Mudanjiang Forestry Administration,Hejiang Forestry Administration,Songhua River Forestry Administration)as the research object,we used entropy method and variable fuzzy optimization model to synthetically evaluate four forest administrations’development level of five continuous substitution industries in aquaculture industry,forest food,north medicine development,industry,commercial drink services from 2012 to 2016.The continuous substitution industries in Heilongjiang forest industry region are basically fluctuating,there are obvious differences between different industries and different forest administrations,and they all have room for development.In connection with the development trend,development level and development speed of the continuous substitution industries,it is considered that the current development of the continuous substitution industries,the main task to Yichun forest administration is aquaculture industry,north medicine development and industry,to Mudanjiang Forest Administration is aquaculture industry,forest food and commercial drink services,to Hejiang Forest Administration is industry and commercial drink services,to Songhua River Forest Administration is commercial drink services.According to the results of the research and the present situation of Heilongjiang forest industry region,the suggestions for the development of continuous substitution industries in Heilongjiang forest industry region were put forward.
