档案部门对多元社会力量的培育探究

Research on the Cultivation of Multiple Social Forces by Archive Department

论文介绍了社会和档案领域关于多元社会力量的现实议题,并从购买商业性档案机构服务、提升社区和社会组织建档能力、认证生成草根档案员来分析档案部门对多元社会力量的培育实践,指出存在对商业性档案机构的法规制度建设相对滞后,缺乏激活社区档案自主建档方式、对提升社会组织建档能力的重视度不够和生成的草根档案员较少等问题,并分别提出增强法规制度建设、采取打包和奖励方式、多级联动等建议。

This paper introduces the realistic issues of multiple social forces in social and archival fields,and analyzes the cultivation practice of archive department to multiple social forces from three aspects,including purchasing commercial archives organization service,enhancing the filing ability of community and social organizations,and creating grassroots archivists.Then,it is pointed out some issues such as the lag of the construction of the legal system of the commercial archives organization,the lack of the way to activate the self-construction of community archives,the lack of attention to the filing ability of social organizations,and the small number of generated grassroots archivists.Base on this,we suggest strengthening the construction of laws and regulations,adopting packaging and reward methods,and carrying out multi-level linkage.
