权力商品化的若干表现形式及其防范

公共权力作为保障公共福祉的公共资源,决定着社会价值权威性分配的公平性和正义性。由于受官本位思维和权力消费观念的驱使,个别党员干部将商品交换原则带入政治生活,使得公共权力商品化,进而引发权力交易等腐败现象。新时代全面从严治理腐败,以制度反腐推进中国腐败治理体系和治理能力现代化,需要着力强化制度授权和依法用权的规则意识,防范商品交换原则侵入党内生活、侵蚀政治生态。为此,必须从学理上厘清公共权力的职能边界和商品交换原则的适用范围,着力在从政理念、规则意识、过程监管方面进行制度化的边界规约。

Public power,as a public resource to protect public welfare,determines the fairness and justice of authoritative distribution of social value.Driven by the idea of official standard and the concept of power consumption,some party members and cadres have brought the principle of commodity exchange into political life,which makes the public power commercialized,and thus leads to the corruption of power transaction.In the new era,we must strictly control corruption and promote the modernization of China′s corruption control system and governance capacity by institutional anti-corruption.It is necessary to strengthen the rule consciousness of system granting power and exercise power according to the law and prevent the commodity exchange principle from invading the inner party life and eroding the political ecology.Therefore,we must clarify the functional boundaries of public power and the scope of the application of the principle of commodity exchange,and carry out institutionalized boundary statute in the aspects of political concept,rule consciousness and process supervision.
