摘要
2015年6月,国家出台了《乡村教师支持计划(2010-2020)》,给予乡村教师特殊的支持和关照。通过对四川省X县和Y县的调查,发现《计划》取得了初步成效:创新了教师补充机制,为乡村学校补充了大量优秀师资;采取多种方式,乡村教师队伍年龄结构呈年轻化;音、体、美教师实行特殊化管理,初步保证了学校学科教师均衡配置;实行小学区制管理,促进了乡村教师"置换轮岗";实行乡村教师荣誉制度,乡村教师的职业荣誉感有所增强;实行差异化教师津补贴制度,乡村教师工作积极性有所提高,有利于农村偏远地区学校留住优秀师资。同时,《计划》实施中还存在不少问题:乡村教师对《计划》了解不足,乡村教师补充渠道仍然单一,乡村教师工作生活满意度不高,乡村教师流动不畅,乡村学校教师缺编和超编现象同时存在。为此,提出关注乡村教师多元需求、完善乡村教师荣誉制度等建议。
In June 2015,Our country issued the rural teachers support plan(2010-2020),giving special support and care to rural teachers.Through the investigation of X county and Y county in sichuan province,it was found that the plan had achieved initial results:it innovated the teachers supplementary mechanism,and added a large number of excellent teachers to rural schools;In many ways,the age structure of rural teachers is young.The teachers of sound,body and the United States carry out special management,which initially guarantees the balanced allocation of school subject teachers.The implementation of primary school district management,promoted rural teachers"displacement rotation";To implement the honor system of rural teachers,the sense of professional honor of rural teachers has been enhanced;Implementation of the differential teacher subsidy system,rural teachers work enthusiasm has been improved,in favor of rural rural schools to retain excellent teachers.At the same time,the"plan":there are many problems in carrying out rural teachers know about"the plan",rural teachers supplement channels are still single,rural teachers job satisfaction is not high,poor rural teacher flow,vacancy of rural school teachers and the phenomenon of excess workers exist at the same time.Therefore,it is suggested to pay attention to the diversified demands of rural teachers and improve the honor system of rural teachers.
