摘要
改革开放以来,我国教育体制改革不断深化,政府、学校、社会之间关系逐步理顺,但政府管理教育还存在越位、缺位、错位的现象,学校自主发展、自我约束机制尚不健全,社会参与教育治理和评价还不充分。管办评分离、从管理走向治理,是提高政府效能、激发学校办学活力、调动各方面发展教育事业积极性的关键。在我国基础教育从管理走向治理的历史性变革中,关键的问题是要厘清管、办、评各自的职责,重构相互之间的关系,政府要转变职能、简政放权,把学校自主权交还给学校,评价从政府单一主体走向多元主体;同时,在职权分明的框架下,政府、学校、社会三者协同发展,共同实现深化教育改革、促进教育发展的大目标。
Since the reformand opening up,the reform of education administration system in China has been deepening continuously in our country,and the relationship within government,schools and society has been gradually smoothened.However,there is a phenomenon of offside,absence and dislocation in education under government management.The independent development of the school and self-restraint mechanism are not yet sound,and social participation in education governance and evaluation is not sufficient.It is the key to clarify responsibilities among administration,school-running and evaluation(ASE)for improving the effectiveness of government,stimulatingthe vitalityof school running and arousing theenthusiasmof education in all aspects.On the basis of the historic transformation of education frommanagement to governance in our country,the key issue is to clarify responsibilities among administration,school-running and evaluation,reconstruct the relationship among them,change the status from streamlining administration and instituting decentralization among government's functions,hand over the school autonomy to the school themselves,evaluate from the government of a single main body to multiple main body.At the same time,it is necessary to realize the big goal of deepening education reform and promoting education development among the government,school,and society under the framework of clear authority.
