摘要
大多数高职院校科研项目主持人享有确定技术路线、经费使用的自主权,可不设上限规范开支劳务费、利用间接费进行绩效奖励;科研项目结余经费留归学校统筹,部分院校项目组可适度优先使用;科研绩效逐步与绩效工资总量分离,一些院校科研人员可按职称、级别就高报销科研差旅费。高职院校鼓励专业技术人员将创新创业与申报承担科研项目、合作科技攻关、下厂实践、指导学生顶岗实习等有机结合起来,鼓励教师结合双师素质教师培养、专业与课程建设、实训基地建设开设校中厂、校中店,推动教师创新创业,实现学校、教师、社会三方共赢。
Leaders of research projects in most vocational colleges have the autonomous right to determine the technical routes and the funds by awarding performances through indirect fees and limitless labor expenditure.The surplus funds are managed by the school,while some project teams have the prior access to moderate cost.Research performance is gradually extracted from the total performance pay,and some researchers claim for maximum research travel expenses in accordance with their professional qualifications and ranks.Vocational colleges encourage professional and technical staff to coordinate with their innovation and entrepreneurship,such as to undertake research projects,tackle problems cooperatively,practise in companies,and guide students to work as interns.Also,teachers are encouraged in their cultivation of dual professional qualifications,construction of specialty and curriculum and training base,to open campus-based factories and shops in realization of a“triple-win”among college,staff and society.
