标准化评价视角下院校项目全流程要素管理浅析

Analysis on the Whole Process Factor Management of College Projects under the Perspective of Standardized Evaluation

在当前国家知识产权创新战略实施背景下,传统的科研管理模式已不适应新形势的发展,如何创新科研管理模式、管理机制,促进科研成果产生、转化,以适应科技变革对院校的要求,已成为院校科研管理的重要课题.本文通过分析院校科研项目管理中存在的问题,以标准化评价为切入点,构建科研项目全流程要素优化的科研管理流程,探讨加强科研成果的知识产权管理、明确功能定位以及强化知识产权权责的途径。

Under the background of the Intellectual Property Innovation Strategy at present,the traditional management mode of scientific research would not adapt to the development of the new situation,In order to adapt to the requirements of technological changes of colleges and universities,how to innovate the scientific research management mode,management mechanism and promote scientific production and transformation have become an important topic of management.Based on the analysis of the existing problems in the management of university scientific research projects,standardized evaluation has been taken as the breakthrough point in this study,and then the whole process factor optimization in the scientific research management is done,which is a novel way to strengthen intellectual property management and clear function orientations of the scientific research.
