Discussion on Management for the Issuing Platform of Electronic Animal Health Certificates

为了解动物检疫合格证明电子出证平台管理情况,通过对农业部电子出证平台上传数据信息和实际送达情况进行核查分析,发现存在电子出证数据比对不一致,签证规范性有待提高,平台设计和管理上不足等问题。通过剖析问题原因,提出加强联合检查与申报信息核查,建立确认制度和诚信机制,优化平台建设和数据分析的解决方法,同时建议完善动物检疫制度,制订统一标准的机打检疫证明格式与填写规范,强化动物检疫电子出证平台管理等措施。

In order to recognize the management status of the platform that issues electronic animal health certificates,the uploaded data information in the platform central level and its actual delivery status were checked and analyzed.According to the results,it was found that there were some inconsistencies in the comparison of these data,and the standardization of the electronic animal health certificate issuing system needed to be improved.Besides,there were some inadequacies in the platform design and management.By analyzing the causes of the problems,some solutions were proposed including strengthening the joint check and inspection and verification towards the declaration information,establishing the confirmation system and credit mechanism,and optimizing the platform construction and data analysis.At the same time,suggestions of improving the animal health inspection mechanism,formulating uniform standards for the format of printed animal health certificate as well as intensifying the management of the electronic animal health certificate platform were also given.
