摘要
步入"打好精准脱贫攻坚战"的关键时期,教育脱贫作为阻断贫困代际传递和提升贫困人口脱贫可持续能力的有效方式备受关注。党的十八大以来,国家围绕教育脱贫出台了多项政策措施,如何衡量和评价我国教育脱贫工作绩效已然成为现阶段脱贫攻坚的关键任务,做出公正客观的评价也将对下一步教育脱贫工作起到督促性、导向性的作用。综合国内外教育发展指标体系,借鉴多维贫困思路,本文从基础巩固、能力提升、通道流动、空间协作、社会支持五个向度出发,构建反映贫困地区教育发展的根基性、保障性、支撑性、拓展性等方面的教育脱贫工作绩效指标体系,以期提升政策的针对性、有效性,促进我国教育脱贫工作的顺利开展。
Entering the critical period of"fighting for precision and eliminating poverty",education poverty alleviation is an effective way to block the generation transmission and stimulate endogenous poverty.Since the 18th National Congress of the Communist Party of China(CPC),the government has adopted multiple policies and measures in keeping with education poverty alleviation.How to measure and evaluate the performance of education poverty alleviation has become the key task for tackling poverty at the present stage.Making a fair and objective evaluation will also play a role of supervision and guidance for education poverty alleviation in the next step.Referring to the domestic and international education development index system,this paper constructs the education index system from five dimensions:foundation consolidation,ability enhancement,channel interflow,space cooperation and support function.This index system aimed to reflect the foundation,protectiveness,supportiveness,and extensibility of education in poor areas,in order to improve the pertinence and effectiveness of the policies and strive for the successful complement of China's education poverty alleviation.
