Limitations and Choice of National Fitness Policy Implementation in ChinaUnder Background of“New Era”

对我国全民健身政策执行过程进行分析研究发现,全民健身政策体系本身所具有的限制性缺陷、政策执行机制协调不畅、政策执行中资源不足与统制工具单一、目标群体的低组织化等,是阻滞全民健身政策贯彻落实的重要因素。在新时代,体育事业要满足"人民对美好生活的需求",必须进一步构建和完善全民健身法律法规体系,突出政策索引机制;创新跨域执行融合机制,推动多元参与协同共治进程;优化资源配置,扩大有效供给;创新完善保障机制,形成统制工具合力;利用"互联网+全民健身"智慧平台,推动社会组织创新发展,提升政策执行目标群体的满意度。

The ineffective implementation of national fitness policies under the background of“new era”has become a major obstacle to satisfying“the peop le'sneed for a better life”.By means of the S m ith)Policy-Implementation-Framework,this paper analyzed the implementation process of national fitness policies in China.The result the limitation of the policy system,the poor policy executive system,the lack of resources and organization of target groups were the major causes.Therefore,the systematized national fitness policies should be further constructed and the policy indexing mechanism should be highlighted.The innovated,cross regional execution mechanism should be established and the process of collaborative participatory governance should be promoted.should be optimized and the effective supply of resources should be expanded.The guarantee system should be improved and the combined execution force should be formed.The intelligent platform of^internet E fitness”should be applied to promote the development of social organizations!the satisfaction of policy target groups should be enhanced.A benign ecological policy environment should be formed.Through a variety of effective paths,the implementation process of national fitness policies in China can be promoted and improved.
