欠发达地区民族乡镇公共文化服务探索--以贵阳市乌当区新堡布依族乡为例

An Exploration of Public Cultural Service Development in Minority Towns in Underdeveloped Areas——Taking Xinbu Bouyei Town in Wudang District of Guiyang City as an Example

欠发达地区公共文化服务是国家公共文化服务构建的重要组成部分,欠发达地区民族乡镇的公共文化服务是其中的难点。文章调研贵州省贵阳市乌当区新堡布依族乡公共文化服务基本情况,总结其成功经验,包括政府的科学规划、明确公共文化的建设主体、建立公共文化服务圈、专项资金和人才队伍投入;分析存在的主要问题,包括管理不完善、创新不够,地方政府投入有限、对口帮扶不够,民族文化普及和宣传不够,对特殊困难人群关怀不够。文章提出欠发达地区民族乡镇公共文化服务发展路径,主要包括规范管理体系,推进民族资源数字化;加强财政、项目和人才支援,抓准民族文化定位;丰富服务配置,传承弘扬民族文化;重点帮扶特殊困难人群,使服务受益均等化。

Public cultural service in underdeveloped areas is an important part of our national public cultural ser-vice,whose difficulty lies in the minority towns in underdeveloped areas.Taking Xinbu Bouyei town in Wudang dis-trict of Guiyang city as an example,this paper studies the current status of public cultural service in the town,and analyzes its successful experience which includes scientific government planning,identifying the main forces of public cultural construction,building the public cultural service system and ensuring financial funding and talent teams.This paper also indicates the shortages in the public cultural service of Xinbu Bouyei town in terms of man-agement and innovation,local government investment and pairing assistance,popularization and publicity of mi-nority culture,the care for the people with special difficulties.Suggestions are proposed on the development of pub-lic cultural service in minority towns,such as regulating the management system and promoting the digitization of ethnic culture:enhancing the support of finance,project and talents,identifying national cultural orientation:of-fering a much richer range of services and promoting the ethnic culture:focusing on people with special difficulties and promoting the equal access to public cultural service.
