降低软暴力对交警执法环境危害的对策

Countermeasures to Lower the Damage of Soft Violence to Law-enforcing Environment of Traffic Police

《刑法修正案(九)》颁布后,殴打等硬暴力袭击正在执行公务的交警行为得到有效遏制,但侮辱、辱骂等软暴力行为数量有所上升。究其原因,是由于立法制约力度不够、交警培训量不足及部分舆论宣传导向不利等造成的,充分借鉴国外经验,通过健全法律法规,提高交警队伍整体素质,增加正面宣传,提高群众法律意识,以降低软暴力袭警行为危害。

After the issuance of Amendment of Criminal Law(IX),the behaviors of hard violence such as assaulting the traffic policemen who are performing their duties have been effectively restrained.However,the events of soft violence such as insult and abuse have increased,which are caused by insufficient force of constraint of legislation,insufficient training for traffic policemen and adverse guidance of part of propaganda.In order to lower the harm of soft violence on traffic policemen,the relevant authorities have to improve laws and regulations by fully taking use of foreign experience for reference so as to improve the overall quality of the traffic police,increase positive propaganda and promote the civil awareness of law.
