南非对华反倾销贸易效应研究

Research on the Effect of South Africa Anti-dumping Trade towards China

1995年~2016年南非对华反倾销的总体数量呈现下降趋势、涉案产品包括9个产品类别、南非对华反倾销仲裁仍使用第三替代国价格、南非允许中国企业进行反倾销应诉的期限短;根据2005年~2016年的反倾销数据信息,总结得出南非对华发起反倾销调查具有以下特点:出口退税率高的产品遭受反倾销调查的几率大、反倾销调查强度与数量存在正相关关系、两国贸易互补性强的产品遭受反倾销调查的数量少;借助2008年南非对华不锈钢水槽的反倾销案例,研究南非对华反倾销三种贸易效应(贸易限制效应、贸易转移效应、贸易偏转效应)对涉案产品出口产生的影响;最后基于上述分析,从企业、政府、行业协会三个角度提出应对南非对华反倾销调查的策略。

The gross amount of South Africa anti-dumping towards China showed descending trend from 1995 to 2016,and involved products included 9 categories.The arbitration still adopted the third country price,the response to suits of Chinese enterprises permitted by South Africa was shorter;according to the anti-dumping data information from 2005 to 2016,this paper concludes that the anti-dumping investigation have following characteristics:products with high export rebates rate has higher probability in anti-dumping investigation,the investigation strength and amount have positive correlation,and the case amounts for the products with strong trade complementarity between the two countries are less.By virtue of the anti-dumping case of stainless tank,this paper studies the impact of three trade effects(trade limitation effect,trade transfer effect and trade deflection effect)on subject matters products export,and puts forward strategy from the three aspects of enterprise,government and industrial association based on the above analysis.
