泉州国家自主创新示范区建设战略及策略选择

The Choice of Strategy and Tactics of Quanzhou in Building National Independent Innovative Demonstration Zone

建设好福厦泉国家自主创新示范区泉州片区是泉州当前和今后相当长时期内的一项重大战略任务。泉州区域经济发展和泉州片区建设面临着挑战,泉州片区建设应借鉴其他国家自主创新示范区和国家高新区的建设经验,在战略层面上,近期着力于"事"、中期着力于"业"、长远着力于"人",在策略选择上,应强化危机意识、凝识谋策,着力于体制机制创新、全面实施园区创新驱动发展战略、实施高企培育和创新型产业集群发展行动计划,构建高效务实的科技金融体制机制,更好地发挥政府在资源配置上的作用。

It is a paramount and strategic task for Quanzhou city to build Quaznhou distrct in Fuzhou Xiamen Quanzhou National Independent Innovative Demonstration Zone.On the basis of analyzing Quanzhou district economic development and challenge,this paper holds that Quanzhou city should draw on the other countries’experience in building national independent innovative demonstration zone and national high technology zone.At the strategic level,Quanzhou district should emphasize project in the near future,industry in the mid term future and talent in the long term future.At the tactical level,Quanzhou district should strengthen the consciousness of crisis and emphasize innovation of institutional mechanism to promote park innovation strategy,to implement the plan of innovative industrial clusters,to construct the efficient and pragmatic financial system mechanism of science and technology and to give full play to the government in allocating resources.
