1956年1月,中央发出"向科学进军"的号召。上海明确以"充分利用,合理发展"作为工业建设的方针,在加快工业基地建设的同时,注重依托本地的产业、人才、科研院所等优势,配合工业改组,通过制定科技发展规划、推进产学研结合、培育学科和技术人才、开展技术革新等举措,积极推动科技发展。1963年,中央明确将上海建成科学技术基地。"向科学进军"高潮中上海科技的发展与进步为新中国的工业、科技发展以及上海的长期发展奠定了坚实的技术和产业基础。

In January 1956,the Central Government issued a call of“Marching to Science”.Making clear“make full use,reasonable development”was the policy of industrial construction,Shanghai actively responded to the call.In speeding up the construction of industrial base,Shanghai focused on the local industries,talents,research institutes and other advantages to match industrial restructure.By the measures of formulating scientific and technological development planning,promoting the combination of production,science and technology,cultivating academic and technical personnel and carrying out technological innovation,Shanghai promoted the development of science and technology.In 1963,the Central Government made sure to build Shanghai as a scientific and technological base.In the climax of“Marching to Science”the development and progress of Shanghai science and technology had laid a solid technologic and industrial foundation on the development of New China’s industry and the long-term development of Shanghai.
