The Historical Transcendence of the New Type of International Relations over Traditional International Relations

中国共产党十八大提出了构建新型大国关系的主张,在随后的五年中,中国不断开创国际关系的新境界,在理论上和实践上都取得了重大创新。在此基础上,十九大提出新型国际关系的新主张。所谓"新型国际关系"是相对传统国际关系而言的,它在价值、理论、实践和目标四个方面实现了对传统国际关系的历史性超越。在价值上,树立正确的义利观是中国发挥负责任大国作用的基本外交伦理,是中国构建新型国际关系的重大价值创新;在理论上,以"相互尊重、公平正义、合作共赢"为理论内容,是新型国际关系在理论方面的重大创新;在实践上,从新型大国关系、新型周边关系、新型多边外交和新型发展中国家关系方面进行实践创新,尤其是"一带一路"建设开创了国际关系史上最伟大的实践;在目标上,新型国际关系以人类命运共同体为宗旨,彻底摆脱了狭隘的国家利益、狭隘的国家安全以及追求国际体系中的主导地位的传统国际关系的束缚。因此,新型国际关系是中国共产党为新时代国际关系提供的价值方案、理论方案、实践方案和目标方案。

The proposal of building a new model of major-country relations was put forward at the 18th National Congress of the Communist Party of China,based on which the idea of building a new type of international relations was proposed at the 19th CPC National Congress,transcending historically the traditional international relations in terms of values,theories,practices and goals.In terms of values,the upholding of justice while pursuing shared interests is a basic diplomatic ethic on which China is to assume its responsibility as a responsible power and a significant contribution to the building of a new type of international relations.Theoretically,the incorporation of elements such as“mutual respect,fairness and justice,and win-win cooperation”is a major innovation in the field of international relations.In terms of practice,the new type of international relations feature with the new model of major-country relations and neighborhood relations,new type of multilateral diplomacy and of relations with the developing countries,and especially the Belt and Road Initiative,has opened a new approach in the history of international relations.In terms of goals,the new type of international relations aims at building a community with a shared future for mankind which has completely got rid of the constrains inherent in traditional international relations pursuing narrowly-defined national interests and security and a dominant position in the international system.In sum,the new type of international relations is a program of value,of theory,of practice,and of goal provided by the Chinese Communist Party for the international relations in the new era.
