Putin's Thoughts on Agricultural Policies and the Formation of Russian Style in the Development of Agricultural Policy

21世纪,俄罗斯在普京领导下启动了自己的强国富民战略。农业问题作为这一战略的基础性工程得到了高度关注。本文在概述普京农政思想的基础上,系统总结了在其思想指导下形成的俄罗斯农政道路,并从农业方式的有效性和农政关系的和谐性两个方面进行了历史与现实的比较分析,认为这条道路既是对叶利钦农业变革的承继与超越,也是对美国农政道路的扬弃和中国农政道路的突破。《俄罗斯联邦农业发展法》不仅巩固了普京农业改革与发展的主要成果,而且建立了世界农业法律史上第一个以农政关系为框架的调控体系,实现了世界农业发展史的一系列制度创新。

Since the 21st century,Putin has started the strategy of enforcing the country and enriching the people in Russia.Agriculture as an essential project of this strategy received high attention.Based on the summary of Putin’s thoughts on agriculture,this paper review the Russian style of agricultural development and analyze this style from the prospective of effectiveness and harmony.Generally,this style is the inheritance and transcendence of agricultural reform in Yelstin’s period as well as a return to the Soviet agriculture.The Federal Agricultural Development Act formed in the evolvement of this style consolidates the achievement of agricultural reform in Putin’s period,indicates the future direction of Russian agriculture and makes a series of institutional innovations in the history of world agriculture.
