新时代,在乡村振兴战略背景下,一方面中国农业发展面临着资源与环境的双重约束,治理农业面源污染任重道远,优质安全农产品供应不充分;另一方面,消费者对优质安全农产品的需求市场日益旺盛。与此同时,因质量导致的农产品国际竞争力也相对不足。因此,在绿色发展理念指导下,推动农业绿色发展是破解新时代社会主要矛盾的重要内容之一。农业绿色发展的核心及关键是水土资源的保护,特别是水土资源质量的保护,这是保障农产品质量安全的根本。但中国水土资源在数量上的不足,以及源自工业、农业污染导致的水土资源质量的下降,都严重影响着中国农业的绿色发展。为此,应深刻理解农业绿色发展的战略意义,采取有效对策,确保水土资源的数量安全,提升水土资源质量,实现农业绿色发展,提升农产品品质。

In the implementation of rural revitalization strategy,China is facing the dual constraints of resources and environment.The treatment of agricultural non-point source pollution is a long-term,arduous task,and the supply of high-quality and safe agricultural products is insufficient.The consumers’demand for high-quality and safe agricultural products is growing rapidly.At the same time,owing to quality problems,the international competitiveness of agricultural products is relatively weak.Under the guidance of the concept of green development,China needs to promote the green development of agriculture,which is important in solving the principal contradiction facing Chinese society in the new era.The most critical issue for the green agricultural development is the protection of soil and water resources,especially the protection of the quality of soil and water resources,which is essential to ensure the quality and safety of agricultural products.However,a shortage of water and soil resources and the quality decline in water and soil resources caused by industrial and agricultural pollution,can severely impact the green agricultural development in China.Therefore,it is extremely important to thoroughly understand the strategic significance of green agricultural development and adopt effective measures to ensure the quantity and safety of water and soil resources,in order to improve the quality of water and soil resources,to realize the green agricultural development and to upgrade the quality of agricultural products.
