协同治理视角下邻避冲突的破解路径

Resolving Paths of NIMBY Conflict from Perspective of Synergistic Governance

以协同治理的内涵为框架,从法律法规、治理主体、治理手段、治理机制和治理目标几个层面梳理邻避冲突的生成原因。通过对多元主体的利益表达进行整合,最终形成一个符合各方诉求的目标和方案,认为这个方案的实施可以使邻避冲突得以有效地防治,同时也为寻找邻避冲突的破解路径提供了有益视角。

Taking the connotation of synergistic governance as a framework,the reasons for the emergence of NIMBY conflict are clarified from the aspects of laws and regulations,governance entities,governance measures,governance mechanisms,and governance objectives.It is found that,through the interests expression and interests integration of multiple entities,a goal and plan that meets the requirements of all parties will be formed to prevent the people from creating NIMBY complex and avoiding NIMBY conflicts so that the conflict can be effectively prevented.At the same time,it also provides a beneficial perspective for analyzing the path of avoidance of NIMBY conflict.
