摘要
在简要叙述1913年美国加利福尼亚州外侨土地法案事件始末的基础上,对威尔逊政府在事件中的立场和政策进行了分析和评价。认为威尔逊政府对加州事件的发展和结局,对美日关系都产生了重要影响。威尔逊政府为阻止歧视型法案而进行的努力,撇清了联邦政府在法案通过上的责任,并获得了日本方面的感激和赞赏,再加上联邦政府在法案通过后对日本的积极安抚,这些都有利于争取日本的谅解,对美日关系的缓和起到了积极作用。
After briefly describing the origin of the California alien land law in 1913,the Wilson government s position and policy in the incident were analyzed and evaluated.It is believed that the Wilson administration s development and outcome of the California incident have had an important impact on the relationship between the United States and Japan.The Wilson s administration s efforts to stop discriminatory laws have cleared the federal government’s responsibility for the passage of the act and have received gratitude and appreciation from the Japan.In addition,the federal government s positive appeasement with Japan after the passage of the act helped to win Japan s understanding and played a positive role in the easing of US-Japanese relations.
