基于精准扶贫的政府文化扶贫政策演变分析

Analysis of Evolution and Optimization of Government Culture Poverty Alleviation Policies from Perspective of Precision Poverty Alleviation

十九大以来,精准扶贫思想已成为当前指导我国扶贫工作的基本理念。而文化扶贫作为政府扶贫攻坚的一种重要手段,应与时俱进,与精准扶贫新思路、新方法融合。首先,梳理我国政府文化扶贫政策演进历程,将政府文化扶贫政策发展分为三个阶段:初等教育普及与基本文化产品供给阶段、细分目标群体的文化扶贫阶段、全方位多领域的文化精准扶贫阶段。其次,分析我国当前文化扶贫工作面临的形势与困境,历经三个阶段扶贫工作,我国贫困地区文化发展水平已取得长足进步,但与经济发达省份仍存在较大差距,文化精准扶贫工作难度仍较大。因此,从精准识别、精准帮扶、精准退出和精准管理四方面分析文化精准扶贫工作存在问题。最后,将精准扶贫基本理念纳入文化扶贫实践工作中,探索文化精准扶贫优化路径。

Since the 19th CPC National Congress,the idea of precision poverty alleviation has become the basic concept guiding poverty alleviation in China.Cultural poverty alleviation,as an important means for the government to help the poor,should be advanced with time and be combined with new ideas and methods for precision poverty alleviation.The evolution of Chinese government's cultural poverty alleviation policy was sorted out into three stages in the first part:the stage of popularization of primary education and supply of basic cultural products,the cultural poverty alleviation stage of various groups,and the cultural targeted poverty phase of all the fields.And then,in the second part,current situation and difficulties of cultural poverty alleviation were analyzed.Although the level of cultural development in China's impoverished regions had increased considerably after three stages of cultural poverty alleviation work,there was still a large cultural gap for poor provinces comparing with economic developed provinces,which brought great challenges to the cultural precision poverty alleviation.In the third part,the problems in the cultural precision poverty alleviation work were pointed out from the aspects of targeted identification,targeted assistance,targeted exit and targeted management.Finally,with the incorporation of the basic concept of precision poverty alleviation,innovative methods of cultural precision poverty alleviation was trying to be explored.
