城市更新治理视角下的土地增值利益再分配——广州交通设施用地再开发利用实践思考

城市更新治理是实现城市可持续更新的基础,强调"政府、市场、群众"等多利益主体的更新机制协作与利益协调,但由于我国尚未形成"土地增值收益还原公共财政"的机制和途径,一定程度上制约着城市更新的有效实施与空间资源的再优化配置。鉴于此,文章梳理了广州近年来在城市更新过程中对交通设施用地再开发利用的探索与实践,以城市治理、地租理论为指导,重点剖析了该类项目治理困境、利益博弈本质与增值分配的内在逻辑,探索面向城市更新治理的土地增值再分配机制与策略,以实现城市更新的社会公平性与效益最大化。

Urban renewal governance is the foundation of sustainable urban development,and it highlights collaboration and coordination among government,market,and citizens.However,the absence of tax incremental financing mechanism has hampered effective implementation of urban renewal and reconfiguration of spatial resources.The paper reviews the practice of transportation land use redevelopment in Guangzhou,analyzes the management difficulty,benefit gaming,and incremental value redistribution of these projects with urban governance and ground rent theories,explores redistribution of incremental land value for equal and better benefit distribution in urban renewal.
