黑龙江省穆棱市“收缩城市”特征及规划应对策略

全球各地以人口流失为典型特征的城市收缩现象大量出现,引发了各类城市问题。与国际其他地区不同的是,我国大多数城市仍处于城市增长阶段,但部分城市已然出现人口流失的现象,面临着物质文化需求日益增长与人口不断流失的矛盾。目前针对我国城市收缩现象的研究尚处于技术识别及概念构建阶段,缺乏扎实的实证研究。文章以黑龙江省穆棱市为例,分析其在成长期出现城市收缩现象的特征及成因,提出构建城乡自由流动系统、产业创新融合发展和城市精明增长等针对性措施,可充实我国"收缩城市"的实证研究。

Shrinking cities have emerged globally characterized by population outflow and various urban problems.Shrinking cities in China appear at a time when most cities are growing,and they face contradiction between growing physical,cultural needs and population outflow.At present,research on shrinking cities in China just started on concept and technology without positive studies.With Muling city as an example,the paper analyzes the characters and reasons of urban shrinkage,puts forwards urban-rural free flow system,integration between industry and innovation,smart growth strategies,and makes a positive study on shrinking cities in China.
