洞庭湖生态经济区创新引领发展研究——以湖南省岳阳市为例

Study of Development Led by Innovation in Dongting Lake Ecological Economic Zone——A Case Study of Yueyang in Hunan Province

目前,在创新发展方面,湖南省岳阳市存在着较为突出的问题,诸如创新开放意识不强、创新创业人才不多、新兴产业比重不大、经济发展外向不够、县域经济活力不足、新型农业发展不快、旅游产业特色不明、金融产业层次不高、产城区域结合不紧和园区创新引领不力等,即在推进理念创新、科技创新、产业创新、城镇创新和金融创新等方面,岳阳要加大力度。同时,岳阳要切实加强政策引领支持、加强人才队伍建设、提高招商引资水平、融入国家各类战略、推进国际交流合作和营造创新浓厚氛围,以确保"创新引领"发展战略落实到位。

Currently,the outstanding problems existed in innovative development of Yueyang in Hunan province,including weak innovation awareness,few talents to start business,little new industries,lack of economic development to open up and economic vitality in county,new agriculture develop slowly,featureless tourism industries,lower financial industries and very few regional industries collaboration that seldomlead to innovate,therefore,it is suggested in this paper that concept,sci-tech,industries,urbanization and finance innovation should be reinforced.In addition,the government should strengthen support policy-oriented and talent group construction,enhance external investment standard,integrated with national strategies to promote international cooperation and build innovative atmosphere,aiming to carry out the development strategy of"led by innovation".
