社会治理精细化视阈下精准扶贫路径优化研究

Research on the path optimization of targeted poverty alleviation under the vision of refined social governance

精准扶贫是新时期我国扶贫开发战略的重要发展方向,也是全面建设小康社会的重要抓手。当前扶贫对象识别不清,脱贫措施粗放化,扶贫管理缺乏系统性和科学性,考核监督流于形式以及脱贫成效的短暂化等使得脱贫攻坚任务急迫且艰巨。因此,通过引入社会治理精细化,将精细思想贯彻脱贫攻坚全过程,精确识别帮扶对象,建立精细的帮扶措施,完善精细管理系统,加强精细考核评价体系,一方面破解精准扶贫实施过程中的困境,另一方面推动社会治理精细化理论在乡村治理的发展。

Targeted poverty alleviation is an important development direction of Chinese poverty alleviation and development strategy in the new period,and it is a significant point of building an all-around moderately prosperous society.At present,some problems make poverty alleviation program urgent and arduous,for example,the targets of poverty alleviation being not clearly identified,extensive measures to eradicate poverty,lack of systematicness and scientificity in the management of poverty alleviation,formalized supervision and examination and short effect of poverty alleviation.Therefore,through introducing refined social government,refinement can be run through the whole process of poverty alleviation so as to accurately identify the targeted of assistance,establish fine assistance measures,perfect the fine assessment system and strengthen the fine assessment system.On the one hand,the dilemma in the process of implementation of poverty alleviation will be broken;on the other hand,the theory of refined social governance in the development of rural government will be promoted.
