基于ISM理论的大学生党员发展质量保障体系构建

Construction of Guarantee System of College Student Party Members' Development Quality Based on ISM Theory

该文以大学生党员发展质量影响要素为研究切入点,运用ISM理论,通过矩阵运算和分析,厘清了大学生党员发展质量要素之间相互影响的强弱关系、区域关系、层级结构关系,构建了外环境、连接层、内环境、表象层四个层级的大学生党员发展质量生态系统,在此基础上,探索出了以思想引领、政策引导为宏保障,以内化政策、建立标准为中层保障,以构建机制、规范培训为外保障,以合理运行、动态调节为微保障的多级大学生党员发展质量保障体系,为长期保障大学生党员发展质量提供可靠的借鉴。

Based on the factors affecting the development quality of college student Party members,this paper clarifies three relationships among these interactional factors,i.e.strong and weak relations,regional relations and hierarchical structure relations,and constructs the development quality ecosystem of college student Party members at four levels of external environment,connection layer,internal environment and appearance layer by utilizing ISM theory and matrix operation analysis.On this basis,this study constituted multilevel guarantee system of college student Party members'development quality which consists of four levels of guarantee.Specifically,they are macro guarantee consisting of ideology guidance and policy orientation,internal guarantee consisting of policy internalization and criterion construction,external guarantee consisting of mechanism construction and training standardization,and micro guarantee consisting of reasonable operation and dynamic regulation.Therefore,it provides a reliable reference for ensuring the development quality of college student Party members in the long term.
