国内价值链、双重外包与区域经济协调发展:来自长江经济带的证据

Domestic Value Chain,Dual Outsourcing and Coordinated Development of Regional Economy: Evidence from Yangtze River Economic Zone

针对当前中国面临区域经济增长差距逐步扩大的问题,本文利用上海作为基准点,将国际商品贸易、国际服务贸易、投入产出表和统计年鉴进行匹配,测度了长江经济带省级细分行业的离岸外包和在岸外包,并在此基础上分析双重外包对区域经济协调发展的影响。实证结果显示:第一,离岸外包具有效率性特征,每增加1%会导致区域经济协调发展水平差距拉大0.074%;在岸外包具有公平性特征,每增加1%会促进区域经济协调发展水平提升0.0726%。第二,服务外包是促进区域经济协调发展的重要手段,无论是离岸服务外包还是在岸服务外包都可以显著促进区域经济协调发展。第三,离岸外包和在岸外包具有典型的梯度特征,随着样本向内陆地区延伸,双重外包的作用强度在不断减弱。稳健性检验表明,实证结论不会随时间和空间的改变而变化。本文的研究表明,逆全球化格局下构建国内价值链、发展在岸外包和服务外包是实现区域经济协调发展的有效手段。

At present,China is facing the problem of the gradual expansion of the regional economic growth gap.Using Shanghai as a reference point,this article matches international trade in merchandise and services with input?output tables and statistical yearbooks,measuring the onshore outsourcing and offshore outsourcing in Yangtze River economic zone from both provincial and industrial perspectives.In addition,based on the measurement,we analyze the impact of dual outsourcing on coordinated development of regional economy.The empirical results demonstrate that:firstly,offshore outsourcing has the efficiency characteristic.When offshore outsourcing increases by 1%,the disparity of coordinated development in regional economy grows by 0.074%.On the other hand,onshore outsourcing has the fairness characteristic.When it increases by 1%,level of coordinated development in regional economy is improved by 0.0726%.Secondly,unconventional outsourcing is an important method to promote coordinated development of regional economy.Both unconventional offshore outsourcing and unconventional onshore outsourcing can significantly promote coordinated development of regional economy.Thirdly,offshore outsourcing and onshore outsourcing show typical gradient characteristics.As samples extend to inland area,the effect of dual outsourcing is weakening.Furthermore,robustness tests show that the empirical results do not change over time or space.This research indicates that facing the deglobalization trend,building domestic value chain,and developing onshore outsourcing and unconventional outsourcing are effective means to achieve coordinated development of regional economy.
