大力巩固完善提高退耕还林工程建设成果

Actively Consolidating and Improving Construction Achievements of Project De-farming Hillside Land

安徽省自2002年开始实施退耕还林工程,在改善生态环境、促进农村发展、带动农民就业增收等方面取得了显著成效,但部分林木经营管护状况堪忧。本文对退耕还林工程存在的问题进行了详细分析,并提出了直面现实问题、积极稳妥探索,严格区别界定、因地制宜施策,加强经营培育、渐进修复改造,多种产业融合、发展林下经济,完善法规政策、加强监督管理等对策,以稳步推进退耕还林工程建设成果巩固完善提升。

Since implementation of!Project!De-farming!Hillside Land in!Anhui!Province in 2002,remarkable achievements have been!made!in!such!aspects!as!improving!the!eco-environment,!promoting!rural!development!and!boosting!peasants,!employment!and!income,!but!management and!protection for some forest trees!was!worrying.In this paper,a detailed analysis was made on the existing problems in Project De-farming Hillside Land and some coping strategies were put forward so as to consolidate and improve construction achievements of the project including identifying realistic problems,making active and steady exploration,giving strict differentiation and definition,taking comprehensive measures according to local conditions,strengthening management and cultivation,making progressive restoration and improvement,integrating varied industries,developing under-forest economy,improving laws,regulations and policies and reinforcing supervision and administration.
