国家科技计划项目知识产权管理研究

Research on the Intellectual Property Management of State Science and Technology Planning Project

知识产权作为创新发展的法律保护形态成为国家科技计划项目中的基本指标和重要的要素资源,对项目立项、实施和成果转化都有重要作用。在国家科技计划项目管理中,存在知识产权质量评定方法有限、专利战略性运用少、成果转化率低、国有知识产权处置模式不完善等问题,建议制定统一的国家科技计划知识产权管理规定,加强科技计划项目协同创新的知识产权协同运用,探索实施项目知识产权绩效评价。

As a basic indicator and significant element resource of State Science and Technology Planning Project,Intellectual Property(short as IP),as the legal protection form of innovative development,has obvious ef.fects on project set up,implementation and achievement transformation.In the management of State Science and Technology Planning Project,there are some problems about IP,such as limited IP quality evaluation methods,seldom patent strategic utilization,low rate of achievement transformation,and faultiness disposal method of na.tional IP,etc.It is suggested to formulate uniform IP management regulation of State Science and Technology Planning Project,intensify IP collaborative utilization for collaborative innovation of Science and Technology Planning Project,and explore IP performance evaluation of implemented projects.
