我国网络信息安全领域的军民融合发展路径

The Development Path of Civilian and Military Integration in the Field of Network Information Security in China

网络信息安全关乎个人、企业、政府、国家的各方利益,涉及经济、社会、文化等领域,也牵涉国防、军队等方面,是各方竞争力角逐的无形战场。军民融合为网络信息安全领域注入新的元素和活力,是我国实施网络强国战略的重要举措,支撑了我国军队网络安全能力建设,未来或将成为信息化战争的重要突破口。本文在梳理我国网络信息安全领域军民融合发展现状的基础上,对其中存在的合作意识仍须提高、保障力度有待完善、技术壁垒亟待打通、网络信息安全威胁等问题进行了分析。针对我国的具体国情,提出了建立协同推进的管理机制、建设多维一体的涉密防护体系、加强网络信息安全军民融合人才体系建设、探索网络信息安全的军民融合的新经济形态等网络信息安全军民融合发展路径,希望为我国网络信息安全军民融合的进一步发展提供一定的思路和建议。

Network information security concerns the interests of individuals,companies,governments,and countries.It covers economic,social,cultural,and other fields.It also involves defense,military,and other as.pects.It is an invisible battlefield where all parties compete.The military-civilian integration has injected new elements and vitality into the network information security field.It is an important measure for China to imple.ment the strategy of building a strong network,and it supports the building of China's military network security capabilities.It may become an important breakthrough in information warfare in the future.On the basis of combing the current situation of military and civilian integration in the field of network information security in China,this paper analyzed the existing problems,including the need for increasing the cooperation awareness,the need for improving the security,the need for solving the technical barriers,and the threat of network informa.tion security.In response to China's specific national conditions,we proposed the establishment of a coordinated promotion management mechanism,the construction of a multi-dimensional integrated protection system,the strengthening of the network information security civilian-military integration personnel system,and the explora.tion of new economic forms for the military and civilian integration of network information security,and other military and civilian integration development paths of network information security.It hopes to provide certain ideas and suggestions for the further development of China's network information security and civilian-military integration.
