摘要
新颁布的《公共图书馆法》高度关注互联网科技应用,特别是"线上线下相结合"优质服务创新发展。作为"互联网+图书馆"所孕育出的新成果,"线上线下相结合"在支持现代公共图书馆服务体系建设、强化资源整合、提升服务效能、转变服务方式、增加公众文化获得感等多方面具有重要意义。综合近几年国内公共图书馆"线上线下相结合"服务实践案例,发现该模式在资源建设、流程再造、服务延伸、体系创新、活动开展等多个方面已经发挥着重要作用。"线上线下相结合"服务创新,应从建设标准统一的服务平台、完善社会力量参与机制、加强网络安全及隐私保护等方面出发,不断推进和完善,为新时代公共图书馆事业发展建言献策。
Public Library Law of the People’s Republic of China enacts last year pays high attention to the application of internet and information technology as well as the combination of online and offline service mode’s innovative practice which also called O2O service model.As the new achievement of“Internet plus Library”,the combination of online and offline service mode is of great significance to support the construction of modern public library service system,to strengthen resource integration,to improve service efficiency,to transform service mode and to enhance people’s sense of cultural acquisition.Based on the practice cases of“combination of online and offline”service mode in domestic public library recent years,this paper expounds the important role played by“combination of offline and online”service mode in the resource construction,business process reengineering,basic service extension,service system innovation and cultural activities development of public library.At the same time,according to the status quo of the service mode’s application,this paper puts forward that we should set up online cloud service platforms which comply to an unified standards,improve the participation mechanism of social forces,and strengthen network security and privacy protection.So as to push forward the innovative practice of this mode continuously and make suggestions for the sustainable development of public librarianship in new era.
