公共图书馆服务的“免费”与“优惠”

Free or with Concessional Price——The Services Offered in Chinese Public Libraries

《公共图书馆法》规定公共图书馆应免费开放,《公共文化服务保障法》则规定公共文化设施应免费或者优惠开放,"二法"规定的不同对界定优惠开放的内涵提出了要求。国外的优惠开放案例为我国公共图书馆完善优惠开放制度提供了经验,"二法"也指导公共图书馆从收费项目、收费规范等方面健全优惠开放制度。

Public Library Law provides that public libraries should be open for free.Public Cultural Service Protection Law requires that public libraries should be free or with a concessional price.The different provisions of two laws call for clarification of the connotation of concessional pricing.The cases of foreign countries provide experiences for the improvement of discount pricing for public libraries in China,and two laws also guide Chinese public libraries to upgrade the library system from the perspectives of charging items and rules.
