政务数据开放生态系统构建众创空间研究

A Study on the Co-maker Space of Ecosystem Model of Open Government Data

始于英美的数据开放运动在短短几年内风行全球,研究重心逐渐转移到如何通过数据开放驱动创新以产生巨大价值。中国目前正值"大众创业,万众创新"之际,通过政务数据开放实现数据资源的再利用,能极大助力中国的众创空间。本文基于价值理论并借鉴国内外数据开放生态系统和应用产业链的研究成果,提出以价值实现为内在驱动,充分鼓励政府、企业和个人等利益相关者通过创新创业活动,积极利用政务数据资源,从而实现政务数据价值的生态系统模型。最后,通过剖析贵州、上海等地实践,对构建成熟良好的政务数据开放生态系统以促进众创空间的发展提出切实可行的建议。

Open data movement started from Britain and America,which has been popular all over the world in a few years.The focus of research has gradually shifted to how to generate enormous value through opening data driven innovation.China is at the moment of“mass entrepreneurship and innovation”,reusing open government data resources,it considered as a catalyst driving co-maker space.Basing on the value theory,the research results of domestic and international open data ecosystem and application of industry chain,this paper put forward that value realization as an internal impetus.Government,enterprises,individuals and other stakeholders organize big data industry park and all kinds of innovation activities to actively use government data resources,so as to achieve government data value in this ecosystem model.Through analyzing the practices of Guizhou,Shanghai and other provinces,we made some practical suggestions about how to construct a mature open government data ecosystem to develop co-maker space.
