摘要
在日益弱化行政指令、不断强调医疗保险基础性作用的情况下,如何依托医疗保障制度形成强化公立医院公益性的激励机制成为一个亟待解决的问题。本文剖析美国医疗照顾(Medicare)计划对医院公益性服务供给的保护和激励机制,探讨其设计和运行原理,并提出对我国的相关建议。
Especially in the situation of weaken administrative instruction nowadays.How to strengthen public welfare in public hospitals becomes an important issue.Hence this paper using Medicare as case study,deeply analyses the incentive mechanism of public welfare service supply in hospitals,tries to explore the principles of its design and operation,and makes recommendations to the basic medical insurance system in China.
