我国政府管理网络消费文献综述

Review of Literatures on the Government Management of Online Consumption in China

摘要 综合国内学者对政府管理网络消费对象的研究可以看出,政府在网络消费管理中发挥其经济职能、文化职能和社会职能的作用。通过相关政府监管网络交易的演进文献,总结出我国政府管理网络消费大致经历了三个重要阶段,因为不同时期出现的问题不同,政府对其管理也呈现不同的阶段性特点。由于政府管理网络消费过程中信用问题、监管问题、法律问题、基础设施等问题的存在,以及网络环境的复杂性制约了网络消费的发展。政府应逐步完善信用管理体系,创新网络消费监管方法,增强对消费者的法律保护,加强网络消费配套基础设施的建设,促进我国网络消费安全、健康、有序地发展。 The analysis of domestic studies on the government management of online consumers shows that the government plays the economic,cultural and social functions in the online consumption management.With the help of evolution literature of government supervision over online transactions,it is concluded that the government management of online consumption in China has experienced three important stages.Since the problems change in different periods,the government management also presents different characteristics at each stage.The existence of credit problems,supervision problems,legal problems,infrastructure and other problems in the process of government management of online consumption,as well as the complexity of the network environment all restrict the development of online consumption.The government should gradually improve the credit management system,create new supervision methods of online consumption,strengthen the legal protection of consumers,and enhance the construction of the supporting infrastructure,so as to promote the safe,healthy and orderly development of the online consumption in China.
