北京市石景山区公共场所卫生监督常见违法违规行为分析与对策研究

Analysis and countermeasures of common violations of public health supervision in Shijingshan District Beijing

目的旨在有效防范违法违规行为的发生,进一步优化北京市石景山区公共场所卫生环境,同时指导明确下一年度本辖区卫生监督的重点工作。方法通过对北京市石景山区卫生和计划生育监督所公共场所卫生监督科2016—2017两年来办理的一般处罚案卷的案由进行统计、归类,利用归纳法分析了公共场所卫生监督执法中常见和重点的违法违规行为。结果根据管理学中的风险控制理论和常见违法行为分析的结果,结合被监督单位违法违规行为发生风险,得出了符合区域性监督管理特点的多元化治理对策。结论只有符合地区特点的监督管理方法,才能使有限的行政执法资源得到合理有效利用,提升监督执法效果,从而得以使公共场所卫生监督工作的社会效益最大化。

Objective To effectively prevent the occurrence of illegal behavior,to further optimize the sanitation envi.ronment in public places in our district,and to guide the key work of health supervision in the area under the jurisdiction of the next year.Methods Through the statistics and classification of the cases of general penalties for the 2016 and 2017 years of the public places,the common and key illegal and irregularities in public place health supervision and law enforce.ment were analyzed by induction.Results According to the results of the risk control theory and the analysis of the common illegal behavior in the management science,combined with the risk of the illegal behavior of the supervised units,the coun.termeasures of diversification in accordance with the characteristics of regional supervision and management were obtained.Conclusion Only in accordance with the regional characteristics of the supervision and management methods,can the limit.ed administrative law enforcement resources be effectively utilized,improve the effect of supervision and law enforcement,so that the social benefits of public health supervision work can be maximized.
