摘要
目的了解太原市卫生监督人力资源的分布情况及配置公平性,为太原市合理配置卫生监督资源提供借鉴。方法利用洛伦兹曲线和Gini系数评价太原市所辖10个区、县卫生监督人力资源配置公平性,利用空间统计分析太原市卫生监督人力资源分布。结果卫生监督人力资源常住人口公平性的Gini系数为0.198,区域面积公平性的Gini系数0.527;太原市卫生监督人力资源主要集中在太原市西南部。结论太原市卫生监督执法力量薄弱,地理公平性差,建议完善用人机制,创新监督方法,提高地理公平性,提高卫生监督队伍素质。
Objective To understand the distribution and fairness of human resources in Taiyuan and to provide refer.ence for the rational allocation of health supervision resources in Taiyuan.Methods Use lorentz curve and Gini coefficient to evaluate the fairness of human resource allocation in 10 districts(counties)in Taiyuan.Use spatial statistical analysis to analyze Taiyuan health supervision human resources distribution.Results The Gini coefficient of population equity is 0.198.The Gini coefficient of geographical fairness is 0.198.Taiyuan health supervision human resources mainly concen.trate in the southwest of Taiyuan.Conclusion The health supervision and law enforcement in Taiyuan is weak,and the geo.graphical fairness is poor.It is suggested to improve the employing mechanism,innovate supervision methods to improve geographical fairness,and improve the quality of health supervision team.
