社区矫正工作落实治本安全观的路径探究

治本安全观是新时代社区矫正工作的重要指导方针,是人民群众对更高层次需要的追求,也是国家总体安全观发展的需要。现在社区矫正工作落实治本安全观存在的问题包括:理论研究滞后;社区矫正法律依据不完善;缺乏全面准确的服刑人员资料及过往史数据;社区矫正工作的民警思想认识与素质不高和现代科技应用不够,工作效率低。针对这些问题应该:开展系统性理论研究,探索社区矫正新理论;制定专门的《社区矫正法》;运用多种手段掌握服刑人员的资料;提升社区矫正民警的综合素质,科学配置专业人才和依托先进科技,助力发展社区矫正新模式。

Fundamental concept of safety is an important guideline for community correction work in the new era,and it is the pursuit of the people’s need for higher level and the need for the development of the overall concept of the country safety.There are many problems in community correction work to implement the fundamental concept of safety:the theoretical research lags behind;the legal basis of community correction work is not perfect;lack of comprehensive and accurate data on prisoners personnel and historical data;the awareness and quality of the police in community correction work are not high and modern technology is not enough,and the work efficiency is low.Aiming at these problems,we should carry out systematic theoretical research and explore new theories of community correction work.Develop a special community correction act;using a variety of means to master the data of prisoners;We will improve the comprehensive quality of the community correction work police;scientifically deploy professionals and rely on advanced technology to help develop the new model of community correction work.
