深化公安执法规范化视角下的公安教育训练

Police Education and Training from the Perspective of Deepening Public Security Law Enforcement Standardization

深化公安执法规范化建设在整个公安工作中居于全局性、基础性地位。通过梳理容易发生警察执法不规范的三大环节,对警察执法不规范的成因进行分析,提出完善"教育训练一体化"模式、建立"三结合教学练战一体化"机制和"教育训练双向考核机制"的公安教育训练措施,以期达到从更高层次、更高水平上建设法治公安,提高执法规范化能力,提升公安机关的依法履职能力和执法公信力的目的。

Deepening the standardization of public security law enforcement in the whole public security work is in a global and basic position.In this paper,through the analysis of the three major links that are easy to take place in the police law enforcement,the causes of the non-standard police law enforcement are analyzed,and the“integration of education and training”mode,the establishment of the“three combination of teaching and practice integration”mechanism and the“two-way assessment mechanism of education and training”are put forward in order to meet the requirements of the public security education and training.We should build a rule of law public security on a higher level and a higher level,improve the ability of law enforcement standardization,and enhance the ability of public security organs to perform their duties according to law and the credibility of law enforcement.
