城市洪涝灾害危机成因及对策研究——以南京市为例

Causes and Countermeasures of Urban Flood and Waterlogging Disaster Crisis—— Take Nanjing for Example

城市洪涝灾害频发,已经成为影响公众安全、社会发展的难题。根据南京市灾害的形成条件不同可将其分为城市洪水灾害和城市内涝灾害,主要受自然因素和人为因素的影响,表现为特殊的地理位置和暴雨极端天气增多、城市规划理念落后、城市规划建设问题、管理工作不到位、应急处置不当等因素。南京市应当从整治"外水"、通畅排水、加强蓄水、提升渗水等方面采取措施,加强城市洪涝应急管理,打造"有里有面"的生态环保型城市。

Frequent urban flood and waterlogging disasters have become a difficult problem affecting public security and social development.According to the different forming conditions of Nanjing disaster,it can be divided into urban flood disaster and urban waterlogging disaster.It is mainly affected by natural factors and artificial factors,such as the special geographical position,increasing of backward rainstorm extreme weather,problems of urban planning,poor management,improper emergency handling.Nanjing should strengthen urban flood emergency management in strengthening water storage,improving water seepage,strengthening emergency management of urban flood and waterlogging to build an ecological and environment-friendly city.
